Earlier this month, Xiaomi Mi 9T, which is also known as Redmi K20 in India, received a stable Android 10 update. Users having the global variant received the OTA update ahead of others. But, soon after that, the European and Indian users got the update for their respective Mi 9T and Redmi K20 models.
In all the above three instances, the update was MIUI 11.0.1.0, which comes along with the December 2019 Android security patch update.
Today, Xiaomi re-released the Android 10 update for Mi 9T. But, at this time, it is only for the European and global variants. According to the screenshot provided on the official Mi thread, the new built comes with MIUI 11.0.4.0, and it is further arriving with the latest January 2020 Android security patch.
Furthermore, people using the European model of the phone will receive a build number of MIUI 11.0.4.0.QFJEUXM and the users with a global variant will receive a build number MIUI 11.0.4.0.QFJMIXM.
Both the updates are indeed rolling out to those who did not receive the previous Android 10 update on the Mi 9T, weighing in at over 2.2GB. For those who are on the last Android 10 builds, should receive a small OTA to bump their device to the latest build or security patch level.

As it is a gradual rollout, Xiaomi will have to verify the MIUI account designation. Then only allow the update if the account whitelists for early beta testing.
However, users in India might have to wait a little longer before the arrival of the January 2020 security update on their Redmi K20 sets.
